The political thriller notched up 1.6 (6.15m) at 9pm on ABC, while newcomer The Catch was down two-tenths from last week's How to Get Away with Murder finale with 1.2 (5.85m) at 10pm.
Earlier in the night, Grey's Anatomy dipped a tenth to 2.1 (7.91m) at 8pm.
American Idol matched last week's 1.7 (8.02m) at 8pm on Fox.
You, Me and the Apocalypse took 0.6 (2.68m) at 8pm on NBC, before Shades of Blue garnered its usual 1.0 (5.13m) at 10pm.
CBS won the key 18-49 demographic overall with 1.9.
March Madness coverage brought in 1.5 (5.59m) at 8pm and 2.3 (6.79m) at 9pm.
