Kotsur became the second Deaf actor to win an Oscar for his role as the head of the Rossi family, Frank, in CODA, with Matlin first winning her Best Actress award with 1987's Children of a Lesser God.
In an emotional speech, Kotsur first complimented director Sian Heder for being a "great communicator" in bringing the Deaf and hearing community together through film.
He also thanked the Deaf theatre companies, saying: "I really want to thank all of the really wonderful deaf theatre stages where I was allowed and given the opportunity to develop my craft as an actor."
Kotsur then finished his speech with a personal thanks to his father, who had become paralysed after a car accident.
