Female players are being added to FIFA for the first time in the game's long-running history, starting this year with FIFA 16.
Women's national teams from 12 nations, including Germany, USA, France, Sweden, England, Brazil, Canada, Australia, Spain, China, Italy and Mexico, will be playable in select modes.
As well as authentic likenesses, each player will use new female-specific motion capture, using data from the likes of England's Stephanie Houghton, Canada's Christine Sinclair and USA's Alex Morgan.
"It's been in the pipeline for a few years, and really it was just a case of making sure that the game was in a good enough state for it the work properly," Rutter told The Guardian.
"We needed to have tools and technology in place that could differentiate between men and women.
"Plus, we had to factor in the time and effort required for travelling around the world to scan faces and heads, record motion capture, etc. It's been on the to-do list for a while."

Women's teams can only compete against one another, and are only available in Match Day, Offline Tournament and Online Friendly Match modes.
The announcement is the first for FIFA 16, which will have a full reveal at EA's press conference at E3 on June 15.
FIFA 16 will be available on PS4, Xbox One, PS3, Xbox 360 and PC.
